The goal of WP1 is to add on to the Networking efforts under task 1.3 of mapping the Belgian collections of relevance to DiSSCo-Fed and DiSSCo.eu the complex political situation of Belgium and develop an implementation process for the DiSSCo setup. The consortium will elaborate a plan defining how the DiSSCo ERIC will operate and will be integrated into the Belgian funding landscape, the Belgian Research and Innovation roadmap outlined by BELSPO. This process will be complemented by the demonstration of the added value of DiSSCo ERIC for the Belgian natural bio and geo sciences & Environmental research and will propose models of governance of DiSSCo in Belgium.

The RBINS, as leader of the work on governance into the DiSSCo Prepare project paving the way for the creation of the DiSSCo ERIC legal entity and defining its governance model, will pursue this work on the alignment of the Belgian institutions under DiSSCo FED in terms of governance, policies, open access and legal aspects. T1.1 will include a model of governance and architecture of DiSSCo in Belgium in the context of the research & political landscapes, and of the Belgian research roadmap. This task will include targeting the specialization of other Belgian institutions and highlighting their potential for becoming a DiSSCo-Fed Local Node and/or Centre of Excellence, and existing connections between these, with the potential of added value for each institution joining DiSSCo, and their role in governing DiSSCo Belgium. |

T1.2 will work on the cost model suitable for Belgian Institutions within the funding landscape in Belgium to contribute to the DiSSCo RI. T3.1 will define the financial setup of DiSSCo in Belgium and Belgian contribution model to DiSSCo, including:
i) fixed contribution calculated based on the contribution method defined during DiSSCo Prepare (5 years government membership fee),
ii) centralised and decentralised costs (staff, operating & capital costs, IT, and calculation of cost per unit). In particular, the cost model will ascertain who (e.g., Federal government alone, or with contribution from the other Belgian governments?) will pay the membership fee. It will also assess whether the Belgian contribution will be paid directly to the ERIC’s central hub or to the DiSSCo member institutions, and it will clearly expose the purpose of the Belgian membership fee to DiSSCo ERIC (i.e., what the expenses will be used for). Finally, T3.1 will determine the main challenges threatening obtention of national funding in Belgium and the added value of DiSSCo for Belgium, both at national and international levels.

T1.3 will evaluate and report on the benefit of collaboration of the Belgian institutions within the DiSSCo RI, at institutional, federal, national and at international / EU level.
The reports under T3.3 will present the new services brought to the Belgian users and researchers that did not exist before DiSSCo RI. Specifically, the use and implementation of the specialization tool developed by CETAF, and the analysis of the produced results, will generate strong opportunities of collaboration among Belgian institutions. T3.3 will also evidence the potential of the DiSSCo ERIC as a data producer for Belgium: in most countries there are no systematic mass digitization programs, and there is a lack of funding, lack of skills, workflows able to cope only with low throughput and lack of suitable ICT systems. This makes the unit cost of digitization too high for rapid mass digitization. The EU-scale mass digitization opportunities that will be facilitated by DiSSCo RI could change this and act as catalyst to demonstrate the research and development opportunities of scientific collections. The data that will be generated with DiSSCo RI will facilitate the unlocking of data for the natural, bio- and geosciences & environmental research communities and, in the longer term, for other communities. This constitutes a promising advantage for the Belgian institutions, that should in turn improve the links between them and boost the research strategy at the federal level. Similarly, the collaboration opportunities afforded by the DiSSCo RI, particularly the formation of a Belgian National Node associated with other Belgian member institutions, will increase the international visibility and relevance of the Belgian collections of natural sciences.
T3.3 will finally show that by joining DiSSCo RI, Belgium will join a coordinated European mass digitisation programme that will not only create greater funding for targeted digitisation projects, but that will also make Belgium part of the decision-making process regarding funding requests for European mass digitisation programmes. T3.3 will therefore demonstrate how, with DiSSCo, Belgium will have a greater opportunity to influence European politics. This task is related to the Task 2.1 of DiSSCo Transition: Consolidate channels of participation of NNs in the development of DiSSCo.
